2016-2019 Funding Leadership and Opportunities for Women

Funding Leadership and Opportunities for Women (FLOW 2016-2020) was a program from the Ministry of Foreign Affairs to create opportunities for women and girls and foster a transformation towards an enabling environment. FLOW awarded nine proposals for this particular objective.

The fund gives medium-term financial support to gender equality and women’s rights programmes implemented in low- and lower-middle-income countries by Dutch and international civil society organisations.

There are three thematic scopes in the FLOW program. 

  1. combating violence against women;

  2. participation by women in politics and public administration;

  3. women’s economic participation and self-reliance.

The recipients of FLOW 2016-2020 

Women for Women International (WfWI)

In their program “Engaging women as agents of change against gender-based violence and poverty” WfWI aims to work on economic participation and self-reliance thereby also addressing reducing violence against women in Afghanistan, DRC and Nigeria.

SNV

SVNs programme “Enhancing Opportunities for Women’s Enterprises” (EOWE) aims to advance women’s economic empowerment (WEE) through implementation of gender sensitive policies and tackling socio-economic barriers in Vietnam and Kenya.

Consortium IBIS, and Impunity Watch

This consortium aims to implement the program in three (post)conflict countries (Guatemala, Liberia and Burundi) with similar gender issues. The aim is to reduce violence against women, bring about societal change and seek to mobilize, influence and develop capacity for potential agents of change.

International Women’s Development Agency (IWDA)

The programme “Women’s Action for Voice and Empowerment (WAVE)” is aimed at a transformative and sustainable change towards gender equality through strategic feminist engagement in Myanmar, Thailand, Cambodia, Papua New Guinea, Solomon Islands and Timor-Leste. The focus is on participation of women in politics and public administration and reducing violence against women is a crosscutting issue and a secondary focus.

Action Aid

The program is based on the vision that for women’s economic empowerment to succeed women need to have equal access to and control over resources and opportunities, including control over their time and income. Action Aid will work in Ghana, Rwanda, Pakistan and Bangladesh.

Consortium Rutgers, Promundo and Sonke Gender Justice

The programme “Prevention and Partnering with men to end GBV” aims to contribute to a gender just society, free of gender based violence (GBV). Rutgers will work in Uganda, Indonesia, Pakistan, Rwanda, Lebanon, Egypt, OPT and Morocco.

Consortium Simavi, Solidaridad and Healthy Entrepreneurs Foundation

The programme “Going for Gold” aims at economic empowerment and safe and sound working conditions for women in and around artisanal and small-scale gold mining (ASGM) communities in Tanzania and Ghana

Hivos

The programme “Women Empowered for Leadership Programme” focuses on participation of women at the sub-national political level, public administration and in civic organizations such as trade unions and professional associations in Jordan, Lebanon, Malawi, Zambia and Zimbabwe.

Panos Institute West Africa (PIWA)

The programme “Women Occupy the Media” aims to achieve that professional and citizen medias together with women civil society organizations contribute to the active promotion of women's participation in power structures and decision-making and prevention of gender-based violence. The programme will be launched in Senegal, Mali, Niger and Ivory Coast.
