Theo Bot started as a minister without portfolio within Foreign Affairs in 1965. He became responsible for matters concerning aid to developing countries.
His appointment was a starting point for orientation on the direction of policy. This led to the memorandum on assistance to less developed countries with a focus on the relationship between economic advocacy and actual assistance.
There was active attention given to the assessment of project effectiveness and its measurability. Furthermore, on the urging of the Ministry of Culture, Recreation and Social Work, explicit attention was given to the social aspects of aid provision from 1966 onwards.
