After working together for many years, representatives of Transfair and different national Max-Havelaar groups, in total 17 national groups, founded Fairtrade Labelling Organizations International (FLO), currently Fairtrade International, as an overarching organization. All matters that had to deal with the producers were transferred to the headquarters in Bonn (Germany). FLO became responsible for establishing uniform international fair-trade standards, approving new products and setting minimum prices.
The Fairtrade Labelling Organisations International is now renamed Fairtrade International and has 22 member organisations, three of which are producer organisations and 19 of which are national Fairtrade organisations. FLO started the subsidiary FLOCERT in 2003 to separate the part of the organisation that sets the fair-trade standards from the part that assesses and verifies its producers in order to ensure the quality, independence and credibility of the certification system.
